Why His Attack on Governor Alex Otti’s Budget Transparency Fails the Test of Facts

In recent days, one Mr. Nnamdi Uzoigwe, an “investment banker” turned social media critic, has attempted to distort Abia State’s fiscal transparency under Governor Alex Chioma Otti, OFR. His critique that the Governor misrepresented the nature of the Abia State Budget Performance Report is riddled with deceit, fundamental misunderstandings, and deliberate mischief.

A closer look at both the purpose of budget performance reports and the hard numbers published by the Abia State Government exposes Uzoigwe’s narrative as nothing more than partisan propaganda.

WHAT A BUDGET PERFORMANCE REPORT REALLY IS:

Contrary to Uzoigwe’s oversimplified claim, a Budget Performance Report is not a simplistic “list of what has been spent.” Rather, it is a technical fiscal management document prepared quarterly in line with International Public Sector Accounting Standards (IPSAS) and the World Bank’s State Fiscal Transparency, Accountability, and Sustainability (SFTAS) program.

Such reports compare approved estimates with actual revenues and expenditures, while also factoring in reconciliations, commitments, and accrued obligations. In other words, figures in these reports capture what has been executed, cash-backed, or committed within the reporting window not mere speculation.

As the World Bank itself notes:

“A Budget Performance Report is a management tool that tracks financial performance against approved estimates, providing insights into variance, fiscal discipline, and future projections.”

By ignoring this, Uzoigwe either displays gross incompetence for someone who parades himself as an “investment banker,” or he is deliberately misleading the public.

DATA DOESN’T LIE: ABIA STATE’S RECORD UNDER OTTI

The most damning refutation of Uzoigwe’s claims comes from the actual figures Abia State has published since Governor Otti assumed office.

A. Q2 2024 Performance Report:

– Total revenue: ₦114 billion

– Capital expenditure: ₦75 billion

These were transparently published, though some critics demanded more granular, project-level details.

B. Q4 2024 Performance Report (School Repairs):

– Between October–December 2024, the state disbursed ₦54.066 billion for rehabilitation and repairs of public schools.

– For the full year (January–December 2024), that figure stood at ₦58.323 billion. These are not “estimates,” as Uzoigwe falsely claimed, they are executed and documented expenditures.

C. 2024 ANNUAL REVENUE DATA:

– Total realized revenue: ₦321,016,779,237.09

This represented a 56.6% realization rate against projections (including an opening balance of ₦21.4 billion).

D. BASELINE: Q4 2023 PERFORMANCE:

– Revenue inflow: ₦98 billion (93.5% of projections)

– Recurrent expenditure: ₦38.4 billion (51.8%)

– Capital expenditure: ₦33.1 billion (38.3%)

– Total spending: ₦71.5 billion (44.5% of ₦160.5 billion budget)

These figures expose Uzoigwe’s attempt to mischaracterize the reports as “mere budgetary estimates.” They are cash-backed, reconciled, and transparently reported numbers that reflect real fiscal activity under Otti’s government.

HYPOCRISY AND POLITICAL THEATRE:

What makes Uzoigwe’s attack even more laughable is its glaring hypocrisy.

👀 UNDER OKEZIE IKPEAZU (2015–2023): Budget performance reports were rare, skeletal, and opaque, often devoid of execution data. Billions disappeared without audited accounts for years.

UNDER ALEX OTTI (2023–PRESENT): Quarterly reports are now routinely published, accessible on the National Open Budget Portal, and prepared in line with global standards.

So, where was Uzoigwe’s voice when Abia’s finances were shrouded in secrecy? Why did he suddenly find his “voice of accountability” only now that Otti has raised the bar on transparency?

This selective outrage reveals the real motive: partisan theatre, not genuine fiscal concern.

THE FINAL WORD: FACTS vs. MISINFORMATION

Let’s summarize the unassailable truths:

These are facts, not estimates. They prove that Governor Alex Otti’s administration is delivering unprecedented fiscal transparency and accountability.

Meanwhile, Uzoigwe’s attack collapses under the weight of these very figures he sought to weaponize. His analysis is not just wrong, it is a willful distortion designed to confuse the public.

IN CONCLUSION, WHY IS UZOIGWE AFRAID OF ACCOUNTABILITY?

Governor Alex Otti has institutionalized transparency in Abia’s finances. By publishing quarterly budget performance reports and providing verifiable figures, his administration has demonstrated a level of accountability unseen in Abia’s recent history.

Instead of commending this progress, Mr. Uzoigwe chooses to misrepresent the facts, revealing more about his political agenda than about Abia’s finances.
